Recording time from DVR to DVD or VHS

I have only been able to record 2 hrs. to vhs and/or dvd from recordings on dvr. Am I doing something wrong, or is that all that is possible. I have a Dish DVR and Panny ES45V recorder. If it is possible to record more, please advise settings etc. Thanks, Y
